This essay tries to develop a “black radical Kantianism”—that is, a Kantianism informed by the black experience in modernity. After looking briefly at socialist and feminist appropriations of Kant, I argue that an analogous black radical appropriation should draw on the distinctive social ontology and view of the state associated with the black radical tradition. In ethics, this would mean working with a (color-conscious rather than colorblind) social ontology of white persons and black sub-persons and then asking what respect for (...) oneself and others would require under those circumstances. In political philosophy, it would mean framing the state as a Rassenstaat (a racial state) and then asking what measures of corrective justice would be necessary to bring about the ideal Rechtsstaat. ‘Racial justice’ is a term widely used in everyday discourse, but little explored in philosophy. In this essay, I look at racial justice as a concept, trying to bring out its complexities, and urging a greater engagement by mainstream political philosophers with the issues that it raises. After comparing it to other varieties of group justice and injustice, I periodize racial injustice, relate it to European expansionism and argue that a modified Rawlsianism relying on a different version of the thought (...) experiment could come up with suitable principles of corrective racial justice. The new National Institutes of Health (NIH) Policy on the Use of a Single Institutional Review Board (sIRB) for Multi-Site Research was adopted primarily to simplify and speed the review of complex multisite clinical trials. However, speeding review requires overcoming a number of obstacles. Perhaps the most substantial obstacle is the time and effort needed to develop reliance agreements among the participating sites. We conducted 102 semistructured interviews with sIRB personnel, including directors, chairs, reviewers, and staff, from 20 IRBs that (...) acted as sIRBs for multisite research, including 6 commercial/independent sIRBs, and 10 university-based academic and 4 federal sIRBs. Almost without exception, the interviewees agreed that reliance agreements were complex, difficult to develop, and time-consuming. A major problem for relying sites was that different agreements specified different responsibilities for the relying sites. Attitudes differed about whether these problems will be resolved as IRB staff and managers become more experienced with sIRBs. However it is clear that the process of developing reliance agreements must be simplified. Federal assistance in standardizing at least some sections of reliance agreements might reduce the difficulties involved. (shrink)

This previously-unpublished essay by the late Charles W. Mills (1951–2021) seeks to demonstrate the racially-structured character of the universe created by J. R. R. Tolkien in The Hobbit and The Lord of the Rings. Written long before the popular film series, the essay critically examines Tolkien's novels and comments on the nature of fictional creation. Mills argues that Tolkien designs a racial hierarchy in the novels that recapitulates the central racist myth of European thought.

In this article the author responds to the mini-symposium on his work provided by Kathryn Gines and Shannon Sullivan, both of whom focus on the issue of intersectionality. Gines's article looks at the treatment of race and gender in one of the chapters in Mills's book with Carole Pateman, Contract and Domination. Her major criticism centers on what she sees as Mills's failure to recognize nonwhite men's patriarchal domination of nonwhite women. However, the present article claims that this criticism is (...) simply a misreading of what Mills says in the chapter. Sullivan's article reviews the various stages in Mills's career path, with special attention to race and class. Her major criticism is that while nominally conceding intersectionality, Mills still holds on to the assumption that different variables can be discretely singled out. In reply, this article argues that a recognition of intersectionality need not commit one to rejecting claims about the possible differential causal and explanatory significance of the intersecting variables. Recent writings of Professor Frank raise basic questions concerning the nature of science and its relations to social, political, theological and metaphysical issues. This paper concentrates on several of these questions. What determines the acceptance of an hypothesis in the sciences? Is it explanation of the facts and confirmation by experimentation or is it the capacity of a theory to guide human conduct? Professor Frank's espousal of the latter criterion raises the question of whether this criterion can clearly be applied. (...) Equally important: it places on the scientist the responsibility of (a) reliably predicting the effects of a theory on human conduct and (b), deciding which effects ought to be achieved, assuming we could reliably achieve them. Another set of problems arises concerning the relation between scientific views and metaphysical, political and religious beliefs. Are the former relevant to the latter? If so, how? Does not scientific method at least involve the rejection of certain political and religious philosophies? We conclude that each and all of these difficulties could be relieved if not resolved by accepting a thoroughgoing empiricism. (shrink)

Aristophanes speaks in Equites 225 f. of the rancour borne Cleon by the cavalry: The scholiast at verse 226 cites Theopompus for the explanation: The curious words were explained by Gilbert, Beitrdge, 133, as referring to Cleon's alleged entrance into the Boule of 428/7 so as to prosecute the cavalry en masse for desertion. This explanation was accepted by Jacoby in his commentary. Nevertheless, the best that can be said for it is that it is an apparently necessary means of (...) imparting some sort of meaning to an inconsequential sentence. It makes no sense to say, on the face of it, that because Cleon was angered by the cavalry ‘he attacked the constitution’ or, worse still, ‘applied himself to the politeia’. What is needed is the assertion that Cleon attacked the cavalry in some manner or other. (shrink)

This paper reports the results of a questionnaire administered to 1178 undergraduate students and discusses how they responded to ten situations which asked them to assess their personal evaluation of the ethical acceptability, how society would similarly assess the situation and how business persons would respond. Multiple versions of the instrument were developed to investigate if the sex of the person involved in the situation would influence the respondents' perception of the ethical action involved. No differences were identified. Further, the (...) image of business persons as less ethical than society in general seems to have evaporated. (shrink)

Catholic Social Teaching on labor unions as promulgated by Pope Leo XIII and several of his successors is contrary to the form of unionism imposed on American workers and employers by the National Labor Relations Act. Since many of the coercive aspects of the NLRA are replicated in laws adopted in several to papal condemnation. The 1986 pastoral letter of the American Conference of Catholic Bishops promulgates views on unionism that are inconsistent with papal teaching. Frederic Bastiat, a French lay (...) Catholic and economist, correctly understood the issues of unionism and may have influenced the views of Leo XIII.L’enseignement social catholique sur les syndicats tel qu’il fut promulgué par le Pape Léon XIII et plusieurs de ses successeurs est contraire à la forme de syndicalisme imposée aux travailleurs et aux employés américains par la NLRA. Depuis beaucoup des aspects coercitifs de la NLRA ont été repris dans des lois adoptées.La lettre pastorale de 1986 de la Conférence Américaine des Evêques Catholiques promulgue des vues sur le syndicalisme qui sont contraires à l’enseignement papal. How do people use past experience to generalise to novel cases? This paper reports four experiments exploring the significance on one class of past experiences: encounters with negative or contrasting cases. In trying to decide whether all ravens are black, what is the effect of learning about a non-raven that is not black? Two experiments with preschool-aged, young school-aged, and adult participants revealed that providing a negative example in addition to a positive example supports generalisation. Two additional experiments went on (...) to ask which kinds of negative examples offer the most support for generalisations. These studies contrasted similarity-based and category-based accounts of inductive generalisation. Results supported category-based predictions, but only for preschool-aged children. Overall, the younger children showed a greater reliance on negative evidence than did older children and adults. Most things we encounter in the world are negative evidence for our generalisations. Understanding the role of negative evidence is central for psychological theories of inductive generalisation. (shrink)
